Port–City Vision 2026–2035

The Port of Québec and the City of Québec are adopting a shared vision for 2026–2035 to strengthen their collaboration and better plan the development of the Port–City territory. This initiative seeks a balanced coexistence between port activities and urban uses, for the benefit of the population, waterfront communities and economic stakeholders.

Vision Objectives

The 2026–2035 Vision aims to :

  • Strengthen and update the ties between the Port and the City through a sustainable, inclusive and forward-looking project that benefits the population, waterfront communities and economic stakeholders;
  • Better plan and integrate port functions into the urban fabric, in line with community aspirations and in complement to the City of Québec’s strategic directions;
  • Anticipate future needs and ensure harmonious, resilient and meaningful development across the entire territory;
  • Make the Port a source of collective pride and a driver of economic, urban and social transformation, serving shared prosperity.

Considerations

The Vision is built on five key considerations :

Open Governance and Collaboration

Establish a renewed governance framework among the Port, the City and partners, grounded in transparency, collaboration and a shared long-term commitment.

The Port as an Engine of Prosperity

Recognize the Port as a cornerstone of regional development by highlighting its economic contribution, its historical and social role, and its innovation potential.

Harmonious Urban Integration

Foster the harmonious urban integration of the Port of Québec by ensuring a balanced coexistence of its uses, creating accessible and shared interfaces, developing projects in concert with communities and First Nations, and strengthening its connectivity with the City.

Modern, Connected Infrastructure

Position port infrastructure as an essential lever for wealth creation, logistical efficiency and the emergence of new strategic hubs of activity.

Lasting Values for Future Generations

Continue integrating sustainable development into port and urban initiatives, with an emphasis on reducing environmental impacts, advancing the energy transition and promoting responsible innovation.
