Quebec Port Authority (QPA) is committed to planning and implementing actions to achieve carbon neutrality for its Scope 1 and 2 emissions by 2050.

Decarbonization objectives at the Port of Québec

The QPA has set targets to reduce Scope 1, 2, and 3 greenhouse gases (GHGs) by 2030 and 2035 (see the Sustainable Development Action Plan for more details on these objectives). With this plan, the QPA intends to implement a series of measures to achieve the targets presented below.

Objective at the scale of the Québec Port Authority (QPA)

Reduce QPA greenhouse gas (GHG) emissions by 40% by 2035 compared to 2022 levels (Scope 1 and 2 emissions).

The QPA prepares an annual greenhouse gas (GHG) emissions inventory for Scope 1 and 2 in accordance with the guidelines of the Greenhouse Gas Protocol (GHG Protocol) and the principles of ISO 14064-1.

To achieve this target, the QPA intends to implement a structured approach based on three strategic levers for action:  

  • Reducing emissions at the source;  
  • The gradual electrification of the vehicle and equipment fleet; 
  • The promotion and integration of renewable energy. 

Specific objective related to cruises

Reduce greenhouse gas (GHG) emissions and major air pollutants from cruise ships by at least 50% by 2030 compared to 2022 levels (Scope 3 emissions).

Objective at the port territory level

Reduce total greenhouse gas (GHG) emissions across the entire port territory by 40% by 2035 compared to 2022 levels (Scope 3 emissions).

Since 2022, the Port of Québec, in collaboration with its partners, has been preparing an annual inventory of greenhouse gas (GHG) emissions generated across the entire port territory.

Among the solutions analyzed to reduce greenhouse gas (GHG) emissions within the port area, shore power remains a preferred option for supplying vessels at berth with a lower-carbon energy source. This project offers substantial benefits, including significant reductions in GHG emissions, as well as improvements in air quality and acoustic environment 

The ports of Québec Net-Zero Challenge

In 2025, the Port of Québec achieved Gold Level status in the Net-Zero Challenge, a distinction that attests to the rigor and consistency of its efforts toward decarbonization and energy transition. This recognition confirms the implementation of a coherent approach aligned with best practices and adapted to the Port’s operational realities. It also forms part of a broader vision aimed at contributing to the decarbonization of the St. Lawrence Corridor and supporting the transition toward a more sustainable economy. 

Climate resilience

Recognizing the importance of anticipating the impacts of climate change to ensure the long-term sustainability of its operations, the Port of Québec plans to develop a climate resilience plan. To support this initiative, an analysis of climate-related risks and opportunities was conducted in 2024, based on a range of projected scenarios extending to 2050.
