RECEIPT OF PROJECT NOTICE – INTERNATIONAL CONTAINER TERMINAL PROJECT AT THE PORT OF QUÉBEC – BEAUPORT SECTOR
Québec City, September 24, 2026 —The Québec Port Authority (QPA) announces that a project notice for the purposes of environmental assessment has been submitted by QSL. The project primarily involves the development and operation of an international container terminal in the Beauport port sector.
In accordance with the decision issued by the Impact Assessment Agency of Canada on August 10, its obligations under the Impact Assessment Act (IAA, 2019), and in its capacity as a federal authority, the QPA will oversee the environmental assessment of the project through its Impact Assessment and Mitigation Process (IAMP).
The mechanisms set out under the IAMP (Level 2) are structured, transparent, and inclusive. Their objectives include:
- Assessing the environmental and social effects of a project through the involvement of qualified and independent experts;
- Consulting affected citizens, stakeholders, and First Nations;
- Identifying appropriate mitigation measures, where applicable.
Accordingly, the process includes information-sharing and consultation mechanisms for affected stakeholders, including citizens, community organizations, and Indigenous communities. In addition, the assessment of the project’s effects will examine not only anticipated impacts within the territory, but also potential effects beyond the boundaries of the Port of Québec.
At this stage, the project notice received constitutes an initial submission that enables the launch of the IAMP. It does not constitute either an authorization or an approval of the project. The analyses and consultations to come will help document the project, assess its impacts, and identify concerns raised by the community.
The coming weeks will be dedicated to a public information and participation period. This phase will include online engagement opportunities as well as two in-person public meetings, to be held on October 14 and 15. These sessions will allow citizens, groups, and stakeholders to learn more about the project, ask questions, and provide comments.
