RECEIPT OF A PROJECT NOTICE – OPTIMIZATION OF PARRISH & HEIMBECKER LTD. (P&H) GRAIN TERMINAL

The Québec Port Authority (QPA) is announcing that it has received a project notice from Parrish & Heimbecker Ltd. (P&H). The project primarily involves adding two silos behind the existing facilities on the land leased by the partner in order to improve storage capacity, as initially envisaged by the former tenant.

In accordance with its obligations under the Impact Assessment Act (IAA, 2019), and as a federal authority, the QPA will conduct a Level 2 analysis of the notice—required for projects with a potential for moderate adverse social and environmental effects—through its Impact Assessment and Mitigation Process (IAMP).

The IAMP is a formal process to:

  • Assess projects’ environmental effects
  • Examine their potential impacts on land use and the community
  • Identify appropriate mitigation measures if necessary

The process also includes mechanisms for informing and consulting stakeholders, including citizens, local organizations, and Indigenous communities, in accordance with applicable requirements.

At this stage, the notice of project is simply an initial filing; it is neither an authorization nor an approval of the project. Future reviews and discussions will document the project, assess its impacts, and identify the issues raised by the community. An environmental and social impact assessment will be produced in response to the impacts and issues raised.

The QPA will make information available as the project progresses.
