{"id":7732,"date":"2026-08-10T13:54:59","date_gmt":"2026-08-10T17:54:59","guid":{"rendered":"https:\/\/www.portquebec.ca\/?p=7732"},"modified":"2026-08-12T10:51:06","modified_gmt":"2026-08-12T14:51:06","slug":"beauport-container-terminal-project-quebec-port-authority-acknowledges-impact-assessment-agency-of-canada-decision","status":"publish","type":"post","link":"https:\/\/www.portquebec.ca\/en\/press-release\/beauport-container-terminal-project-quebec-port-authority-acknowledges-impact-assessment-agency-of-canada-decision\/","title":{"rendered":"BEAUPORT CONTAINER TERMINAL PROJECT : QU\u00c9BEC PORT AUTHORITY ACKNOWLEDGES IMPACT ASSESSMENT AGENCY OF CANADA DECISION"},"content":{"rendered":"<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p><strong>Qu\u00e9bec City, August 10, 2026<\/strong> \u2014 The Qu\u00e9bec Port Authority acknowledges today\u2019s <a href=\"https:\/\/iaac-aeic.gc.ca\/050\/evaluations\/document\/167504?culture=en-CA\">decision by the Impact Assessment Agency of Canada<\/a> regarding the request to designate the container terminal project in the Beauport sector, which is led by QSL.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>Following an analysis, the Agency has confirmed that the Qu\u00e9bec Port Authority is the competent authority to oversee the environmental assessment in accordance with the <em>Impact Assessment Act<\/em>. As such, the Impact Assessment and Mitigation Process (IAMP) will determine the extent of the environmental impacts and, consequently, whether the project can proceed and under what specific conditions.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>Over the coming weeks, the Qu\u00e9bec Port Authority will establish the details of this process, including the timeline and the procedures for public and stakeholder participation. The Port Authority intends to make information available in a clear, accessible manner throughout the entire process, primarily through its Je Participe platform (jeparticipe.portquebec.ca).<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-heading js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<h2 class=\"wp-block-heading\"><strong>A rigorous, independent, and transparent process<\/strong><\/h2>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>Like the 16 other Canada port authorities established under the <em>Canada Marine Act<\/em>, the Qu\u00e9bec Port Authority is considered a federal authority under the <em>Impact Assessment Act<\/em>. As such, it is responsible for ensuring that projects on its territory do not result in significant adverse environmental effects.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>To that end, the IAMP calls for an environmental impact assessment to be performed by an independent firm, mandated by the project proponent, as well as an independent review by a second external firm chosen by the Port Authority.\u00a0<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-heading js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<h2 class=\"wp-block-heading\"><strong>Assessment pending<\/strong><\/h2>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>The Qu\u00e9bec Port Authority notes that this decision does not constitute approval of the project. Once the proponent officially files the project, it will need to go through the entire IAMP before a decision can be made.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>As stated in the <em>Impact Assessment Act<\/em>, projects may only proceed if it can be proven that they are not likely to result in significant adverse environmental effects.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>The Port Authority will continue its dialogue with stakeholders and will keep the public informed and involved throughout the entire process.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-heading js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<h2 class=\"wp-block-heading is-style-h3\"><strong><strong>About the Port of Qu\u00e9bec<\/strong><\/strong><\/h2>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>The Port of Qu\u00e9bec has a 15-metre water depth and is strategically located in the heart of the Great Lakes market, allowing Canadian businesses to maximize their economies of scale for their imports and exports.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph js-anim js-anim-scroll-top\"  ><div class=\"container\">\n<p>It has links to more than 40&nbsp;countries and supports nearly 12,000&nbsp;jobs nationwide. It also handles over 26&nbsp;million tonnes of goods annually, representing more than $15&nbsp;billion in commercial value.
