The Appointment Committee shall consist of nine (9) members including four (4) from Group A, three (3) from Group B and two (2) from Group C, as these groups are defined below:<\/p>\n<p>\u2022\tCategory A\tUsers who have a lease with the Port of Qu\u00e9bec and who pay annual fees or royalties of more than $733 024 to the Port, as indexed (election of 4 representatives on the Appointment Committee).<br \/>\u2022\tCategory B\tUsers who have a lease with the Port of Qu\u00e9bec and who pay annual fees or royalties between $73 303 and $733 024 to the Port, as indexed (election of 3 representatives on the Appointment Committee).<br \/>\u2022\tCategory C\tAll other users (election of 2 representatives on the Appointment Committee)<br \/>\u2022\tDefinition of user \u2013 Section 5 of the Canada Marine Act: \u201cin respect of a port, means a person that makes commercial use of, or provides services at, the port.
