Not only is failure to do so dangerous, but it may also lead to a warning or a ban from the Port of Qu\u00e9bec.<\/p>\n<p class=\"p1\">All work-related accidents must be reported to the Harbour Master\u2019s Office (418-656-3556) as soon as possible. Hot work\n                                <\/span>\n                                <span class=\"accordion_button-icon\">\n                                    <svg width=\"16px\" height=\"10px\">\n                                        <use xlink:href=\"#ico-chevron-down\"><\/use>\n                                    <\/svg>\n                                <\/span>\n                            <\/button>\n                                                            <\/h4>\n                                                        <div class=\"wysiwyg accordion_wysiwyg\" data-a11y-target hidden id=\"accordion-panel-1\">\n                                <p class=\"p1\">This program aims to provide a framework for safely performing any work that produces flames, sparks, smoke, or heat during maintenance, servicing, repair, construction, assembly\/disassembly, installation, or adjustment on Port of Qu\u00e9bec property. Confined spaces\n                                <\/span>\n                                <span class=\"accordion_button-icon\">\n                                    <svg width=\"16px\" height=\"10px\">\n                                        <use xlink:href=\"#ico-chevron-down\"><\/use>\n                                    <\/svg>\n                                <\/span>\n                            <\/button>\n                                                            <\/h4>\n                                                        <div class=\"wysiwyg accordion_wysiwyg\" data-a11y-target hidden id=\"accordion-panel-2\">\n                                <p class=\"p1\">Anyone entering or supervising a confined space must be qualified and properly trained in preventive measures as well as the associated risks, the roles of the different parties, and the use of rescue equipment.<\/p>\n<p class=\"p3\"><strong>A hazardous confined space :<\/strong><\/p>\n<ol class=\"ol1\">\n<li class=\"li4\">Is fully or partially enclosed<\/li>\n<li class=\"li4\">Is neither designed nor intended for continuous human occupancy<\/li>\n<li class=\"li4\">Has limited or restricted entrances or exits, or a layout that can complicate first aid, rescue, evacuation, or other emergency response activities<\/li>\n<li class=\"li4\">Has hazards that are likely to cause injury or illness or compromise the health of<br \/>\nanyone who enters, leaves, or spends time within it.<\/li>\n<\/ol>\n<p class=\"p1\"><b>Planning and executing entry :<\/b><\/p>\n<ul class=\"ul1\">\n<li class=\"li5\">Inform your Port partner of the nature of the work to be done.<\/li>\n<li class=\"li5\">Have trained personnel to carry out the work and provide the necessary supervision.<\/li>\n<li class=\"li5\">Have a rescue plan before anyone enters.<\/li>\n<li class=\"li5\">Have the right equipment for confined-space work and rescue (tripods, davits, winches, safety harnesses, etc.).<\/li>\n<li class=\"li5\">Set up a security perimeter.<\/li>\n<li class=\"li5\">Hold a confined space permit.<\/li>\n<li class=\"li5\">Perform atmospheric monitoring of the confined space before entry and continuously while someone is inside.<\/li>\n<li class=\"li5\">Install local ventilation, if necessary, to extract gases that may have accumulated in the confined space.<\/li>\n<li class=\"li6\">Call emergency services (911) and the Harbour Master\u2019s Office immediately in the event of an emergency.<\/li>\n<\/ul>\n<p><span data-olk-copy-source=\"MessageBody\">For any question, please contact the <\/span><a href=\"mailto:sst@portquebec.ca\">OHS team.<\/a><\/p>\n\n                            <\/div>\n                        <\/div>\n                    <\/div>\n                                    <div class=\"accordion_block-accordion js-a11y-drawer\">\n                        <div data-a11y-toggle>\n                                                            <h4>\n                                                        <button type=\"button\" class=\"block-accordion__button\" aria-controls=\"accordion-panel-3\">\n                                <span class=\"accordion_button-container\">\n                                    3. Lockout-tag out\n                                <\/span>\n                                <span class=\"accordion_button-icon\">\n                                    <svg width=\"16px\" height=\"10px\">\n                                        <use xlink:href=\"#ico-chevron-down\"><\/use>\n                                    <\/svg>\n                                <\/span>\n                            <\/button>\n                                                            <\/h4>\n                                                        <div class=\"wysiwyg accordion_wysiwyg\" data-a11y-target hidden id=\"accordion-panel-3\">\n                                <p class=\"p1\">Anyone working on machinery, equipment, electrical installations, or processes must implement zero-energy procedures to protect workers\u2019 lives and safety. Lockout devices must be put on energy isolating devices. Lockout devices use a single-key padlock to hold energy isolating devices in a position that prevents power from being supplied to a machine, piece of equipment, electrical installation, or process.<\/p>\n<p class=\"p2\">Anyone who needs to lock out or de-energize equipment must be qualified and properly trained in preventive measures as well as the associated risks, the roles of the different parties, and the use of lockout equipment.<\/p>\n<p class=\"p2\">For work on Qu\u00e9bec Port Authority electrical equipment, a lockout request must be made to the <a href=\"mailto:sst@portquebec.ca\">maintenance team<\/a> or <a href=\"mailto:sst@portquebec.ca\">OHS team<\/a>. Lockout sheets must be filled out for each machine or piece of equipment. A Port of Qu\u00e9bec electrician will lock out and de-energize the machine or piece of equipment, then the other parties will put their personal locks on the identified lockbox. Work at height\n                                <\/span>\n                                <span class=\"accordion_button-icon\">\n                                    <svg width=\"16px\" height=\"10px\">\n                                        <use xlink:href=\"#ico-chevron-down\"><\/use>\n                                    <\/svg>\n                                <\/span>\n                            <\/button>\n                                                            <\/h4>\n                                                        <div class=\"wysiwyg accordion_wysiwyg\" data-a11y-target hidden id=\"accordion-panel-4\">\n                                <p class=\"p1\">\u201cWork at height\u201d is defined as work being done:<\/p>\n<ul class=\"ul1\">\n<li class=\"li2\">On a vehicle or structure three or more metres above the ground<\/li>\n<li class=\"li2\">Three or more metres up a ladder, if the task prevents the worker from being able to hold on with at least one hand<\/li>\n<li class=\"li3\">Less than three metres above the ground, if the surface on which the person could fall would entail a greater risk of injury than a solid, flat surface.<\/li>\n<\/ul>\n<p class=\"p4\">Anyone required to work at height must be qualified and properly trained in preventive measures and fall protection methods, as well as the associated risks and the roles of the different parties.<\/p>\n<p>A personal fall protection device must be worn and attached to a certified anchor point unless there is collective fall protection (such as guardrails) in place.<\/p>\n<p>All equipment for working at height must comply with current regulations and be checked before each use.<\/p>\n<p>When working on a lift or elevating platform (such as a scissor lift or boom lift) on Port of Qu\u00e9bec property, workers are required to wear harnesses attached to the lift\u2019s anchor point.<\/p>\n<p><span data-olk-copy-source=\"MessageBody\">For any question, please contact the <\/span><a href=\"mailto:sst@portquebec.ca\">OHS team<\/a>.<\/p>\n\n                            <\/div>\n                        <\/div>\n                    <\/div>\n                                    <div class=\"accordion_block-accordion js-a11y-drawer\">\n                        <div data-a11y-toggle>\n                                                            <h4>\n                                                        <button type=\"button\" class=\"block-accordion__button\" aria-controls=\"accordion-panel-5\">\n                                <span class=\"accordion_button-container\">\n                                    5. Hoisting\n                                <\/span>\n                                <span class=\"accordion_button-icon\">\n                                    <svg width=\"16px\" height=\"10px\">\n                                        <use xlink:href=\"#ico-chevron-down\"><\/use>\n                                    <\/svg>\n                                <\/span>\n                            <\/button>\n                                                            <\/h4>\n                                                        <div class=\"wysiwyg accordion_wysiwyg\" data-a11y-target hidden id=\"accordion-panel-5\">\n                                <p class=\"p1\"><strong>All hoisting operations involving a crane<\/strong><\/p>\n<p class=\"p2\">Anyone required to do hoisting work must be qualified and properly trained in preventive measures and crane use, as well as the associated risks and the roles of the different parties.<\/p>\n<p class=\"p2\"><strong>Hoisting by crane requires careful planning:<\/strong><\/p>\n<ul class=\"ul2\">\n<li class=\"li4\">Applying for hoisting permits (see below)<\/li>\n<li><span dir=\"ltr\" role=\"presentation\">Ensuring that the hoisting equipment is legally compliant, has certificates of compliance, <\/span><span dir=\"ltr\" role=\"presentation\">and is inspected before use<\/span><\/li>\n<li>Assessing the environmental conditions before hoisting<\/li>\n<li>Holding pre-hoisting meetings<\/li>\n<li>Establishing safety perimeters<\/li>\n<li><span dir=\"ltr\" role=\"presentation\">Having a trained signaller on site who is the only one to communicate with the crane <\/span><span dir=\"ltr\" role=\"presentation\">operator<\/span><\/li>\n<li>Assessing the material to be hoisted against the crane\u2019s capacity<\/li>\n<li>Avoiding moving loads over workers\u2019 heads<\/li>\n<\/ul>\n<p><strong>Requesting a hoisting permit from the QPA<\/strong><\/p>\n<p class=\"p7\">Anyone who wishes to hoist materials on a wharf or request an exemption from a restriction must apply to <a href=\"mailto:apq-infra@portquebec.ca\">apq-infra@portquebec.ca<\/a> before the work is done. The QPA will respond within 48 business hours.<\/p>\n<p class=\"p7\"><strong>The application must include the following information, at a minimum:<\/strong><\/p>\n<ul class=\"ul2\">\n<li class=\"li4\">Intended wharf<\/li>\n<li class=\"li4\">Date of the work<\/li>\n<li class=\"li4\">Nature of the work<\/li>\n<li class=\"li4\">Equipment used (make and model of crane\/boom truck)<\/li>\n<li class=\"li4\">Weight of load to be hoisted<\/li>\n<li class=\"li4\">Hoisting\/positioning plans<\/li>\n<li class=\"li4\">Ground bearing pressure plan<\/li>\n<li class=\"li4\">Constraints (if any)<\/li>\n<\/ul>\n<p class=\"p7\">The application must comply with the load restrictions in force (please refer to the sector plans and available sheets). While the sheets mention cranes, they in no way give permission to hoist.
