NEED AN ACCESS CARD ?
The Québec Port Authority issues magnetic cards for access to its facilities and sectors. The conditions for obtaining an access card are set out in this section. Please read the information carefully before applying for an access card. All incomplete applications will be rejected.
1. WHO IS ENTITLED TO AN ACCESS CARD?
- Employees of companies operating at the Port of Québec
- Suppliers of companies operating at the Port of Québec
- Anyone else with a legitimate reason to make frequent visits to the Port of Québec
2. HOW CAN I GET AN ACCESS CARD?
2.1. Employees of QPA users and companies operating at the Port of Québec: Each user or company at the Port of Québec has a representative who can submit or authorize requests for access card. Please see your representative.
2.2. Clients and suppliers of QPA users and companies operating at the Port of Québec: Applicants must ask the company for a written authorization, to be forwarded to the QPA security officer. Once the authorization has been received, an access card will be issued.
2.3. Shipowners: Shipowners must see the QPA security officer to apply for an access card for their employees and suppliers.
2.4. Everyone else: All other access card applicants must have authorization from a QPA user or a company at the Port or must request authorization from the QPA security officer.
2.5. Submitting an application:
2.5.1. Online: The form is available online. Click here.
2.5.2. By email: You can request a form or submit a completed form and photo of the applicant (jpg format, low resolution accepted) by email to firstname.lastname@example.org.
2.5.3. In person: At the Québec Port Authority offices at 150 rue Dalhousie, Monday to Friday from 7 a.m. to 3 p.m.
3. SECTORS COVERED
Your access card will get you past the automated security gates at the Beauport, Estuary, and Anse au Foulon sectors, as needed.
4. REFUNDABLE DEPOSIT
Each access card is subject to a $5 deposit, refundable when the card is returned. The deposit must be paid by the applicant or employer as agreed between the QPA security officer and the company. If the card is not returned or if it is returned damaged, the deposit will not be refunded. If the deposit was paid by a company, it will not be returned to an individual unless the company provides authorization.
5. ISSUANCE AND DELIVERY OF THE CARDAccess cards will be issued as quickly as possible. Applicants must produce two (2) pieces of identification to receive their card:
- Valid driver’s license
- Health insurance card
- Government-issued photo ID
- Valid access pass from another Canadian port
6. RESTRICTED AREA PASS
Anyone who works in a restricted area (as defined in the Marine Transportation Security Regulations) as described in the QPA Security Plan or in the Port users’ security plans must obtain a restricted area pass.
6.1. A restricted area pass does not replace the access card. Each is separate and has a different purpose. The restricted area pass does not give the holder access to the Port.
6.2. The restricted area pass is a form of ID that must be carried by anyone seeking access to a restricted area. Transport Canada requires holders to carry the pass at all times outside their clothing and above the waist.
6.3. The restricted area pass will be issued at the request of each company’s security officer or of the person in charge if there is no security officer. Individuals cannot request a pass on their own behalf, and the QPA security officer has the final say in special cases.
6.4. Companies that are not regular QPA users must be sponsored by a user.
6.5. The security officer or person in charge at the company is responsible for taking back passes that are no longer needed for any reason whatsoever and returning them to the Port of Québec.
6.6. The pass is a tightly controlled document. We require all pass holders to pay a $50 refundable deposit (paid by check made out to the Québec Port Authority).
6.7. A company doing business in the Port that needs restricted area passes can contact the QPA security officer to make arrangements for the deposit payment and delivery and return of passes for its employees.
6.8. A QPA user with a security certificate can, in its security plan, appoint its security officer to distribute and collect restricted area passes to and from its employees and suppliers. In such cases, the security officer has regulatory responsibility, and the user is exempt from the $50 deposit.
6.9. Applicants for restricted area 2 passes must contact the QPA security officer to make an appointment to apply for security clearance, including fingerprinting. The application is free but takes several months. Please plan ahead and apply early.

6.9.2. Once they have security clearance, holders of a restricted area pass will get a new one that has a blue square around the photo and the letters “HS ” in red.
7. USING THE ACCESS CARD OR RESTRICTED AREA PASS
7.1 The holder agrees to comply with all applicable laws and with Québec Port Authority regulations.
7.2. The holder must not lend their access card or restricted area pass to anyone else.
7.3. Holders must immediately notify the Port of Québec if their access card or restricted pass is lost or stolen.
7.4. The holder must not use their access card or restricted area pass outside of the scope of their work.
7.5. Access cards and restricted area passes must not be altered in any way.
8. RETURNING THE CARD
8.1. All access cards and passes that are no longer needed must be returned to the Port of Québec for cancellation and a refund of the deposit.
8.2. Access cards and restricted area passes remain the property of the Port of Québec at all times. They must be returned upon request.
9. SUSPENDED AND CONFISCATED CARDS
9.1. Any access card or restricted access pass that has expired will no longer be recognized as valid.
9.2. Any access card that has not been used for six (6) months will be suspended, and the holder will have to prove they need it before it can be reactivated.
9.3. Anyone caught using an access card or restricted area pass fraudulently will have their documents confiscated immediately and will be reported to the QPA security officer and to Marine Security at Transport Canada. Their Port of Québec access rights will be immediately suspended by the QPA security officer.
9.4. Any holder of an access card or restricted area pass who does not comply with Québec Port Authority regulations will have their documents immediately confiscated and their Port of Québec access rights will be suspended by the QPA security officer.
