APPOINTMENT OF CAPTAIN YOSS LECLERC TO THE POSITION OF VICE-PRESIDENT AND

Québec, February 11, 2014 – The President and CEO of the Québec Port Authority (QPA), Mario Girard, is pleased to announce the appointment of Captain Yoss B. Leclerc as Vice-President and Chief of Marine Operations.

Reporting to the President and CEO, Mr. Leclerc will be responsible for the performance and development of the six sectors that make up marine operations at the QPA: port services, environment, cruise ship, marina, maintenance services, and the cruise terminal’s commercial operations. His appointment has been in effect since February 10.

Mr. Leclerc has vast experience in the marine industry, having worked for more than seven years with the Vancouver Port Authority as Harbour Marster and Director of operations and security. He also has more than eight years of experience with the Montreal Port Authority as an Assistant Harbour Master. Moreover, he worked for more than nine years for various companies specializing in marine cargo shipping.

“I’m pleased that Mr. Leclerc is joining our team. His leadership and his experience working for different port authorities will be major assets for QPA development,” stated Mr. Girard.

Mr. Leclerc replaces Marcel Labrecque who retired after 29 years of loyal service with the Québec Port Authority. The Port of Québec brings significant economic benefits to the Québec region, with some $25 billion in cargo crossing its docks each year.

The cruise ship sector brings in $25 million for the city of Québec. In addition, each commercial ship docked at the port injects an average of $600,000 into the economy, primarily in the Québec region. Finally, the port plays the role of a maritime hub, creating 5,000 direct and indirect jobs in the Québec region according to the most recent study by SECOR
